It focuses on images the page actually renders, including many applied through CSS. Images loaded only after interaction may need you to trigger them first.

Am I allowed to download these images?

The tool does not change who owns them. Respect copyright and licensing — extracting your own or a client's assets is fine, republishing someone else's is not.
